What’s the Minimum Requirement for a Compliant PAT Tester?

When picking a Portable Appliance Tester (PAT Tester), it’s easy to get overwhelmed by all the options. Different models come with different features, but there’s one thing you can’t compromise on - the ability to perform a mains powered leakage test. 

If the PAT tester can’t perform mains-powered leakage tests, it’s not compliant with Australian and New Zealand standards AS/NZS3760.

Leakage Test is Critical 

A leakage test powers up the appliance to check if any electrical current is leaking while it’s running – the kind of leak that could give someone an electric shock. According to AS/NZS 3760 standards, this test must use nominal voltage (the same voltage the appliance operates at) to accurately measure leakage under real conditions.

Some testers on the market, especially those manufactured overseas, may advertise a ‘Substitute Leakage Test’. This method applies a reduced voltage, typically between 40-60VAC, to estimate the leakage current instead of measuring it directly. This might work in other countries i.e. Europe, but it won’t meet Australian safety standards.

Compliant vs. Non-Compliant Tests

  • Substitute Leakage Test (non-compliant for Australia). Uses reduced voltage to calculate potential leakage.
  • Touch/Differential Leakage Test (compliant under AS/NZS 3760): Measures actual leakage while the appliance is running at full voltage.

There’s also a difference between the types of leakage tests:

  • Touch Leakage Test is used for Class II equipment (double-insulated appliances).
  • Differential Leakage Test is used for Class I equipment (appliances with an earth connection).

The Bottom Line

When buying a PAT tester, make sure it can do a mains-powered leakage test. Don’t be fooled by “compliant” claims if the tester only offers a Substitute Leakage Test.
